หัวข้องานวิจัย  :       การพัฒนารูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการ

                          ภาครัฐ : POMELO Model ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง

                          ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและความคาดหวังการบริหารจัดการ ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 ตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ 2) พัฒนารูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ : POMELO  Model ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 3) ศึกษาการใช้รูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ : POMELO  Model ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2  และ 4) ประเมินรูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ : POMELO  Model ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 โดยใช้วิธีการวิจัยแบบผสมผสาน (Mixed Methods Research) กลุ่มตัวอย่างเป็นบุคลากรของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 จำนวน 63 คน และผู้บริหารสถานศึกษา จำนวน 92 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย 1) แบบสัมภาษณ์กึ่งโครงสร้าง                 2) แบบสอบถาม 3) แบบบันทึกข้อเสนอแนะ และ 4) แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

          ผลการวิจัยพบว่า

          1. สภาพปัจจุบันการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ ของสำนักงาน       เขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 อยู่ในระดับมากทุกด้าน ส่วนความคาดหวังการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ อยู่ในระดับมากที่สุดทุกด้าน

          2. รูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ : POMELO  Model         ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 ประกอบด้วย 6 องค์ประกอบ

          3. ผลการใช้รูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ : POMELO Model ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 พบว่าผู้มีส่วนเกี่ยวข้องทุกกลุ่มงาน มีส่วนร่วมในการดำเนินการพัฒนาไปในทิศทางเดียวกันจนบรรลุเป้าหมายที่ตั้งไว้ ทำให้ผลการประเมินสถานะของหน่วยงานในการเป็นระบบราชการ 4.0 (PMQA 4.0) ของสำนักงาน      เขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 อยู่ในระดับพัฒนาจนเกิดผล (Significance) นักเรียน ครู และสถานศึกษา ได้รับการยอมรับ ยกย่อง ชมเชย และได้รับรางวัลต่าง ๆ มีนวัตกรรมการยกระดับคุณภาพการบริหารจัดการสำนักงานเขตพื้นที่การศึกษาสู่การเป็นองค์กรสมรรถนะสูงที่เป็นแบบอย่างได้

          4. ผลการประเมินการใช้รูปแบบการบริหารจัดการตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ : POMELO  Model ที่ส่งผลต่อการเป็นองค์กรสมรรถนะสูง ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 ด้านความถูกต้อง เหมาะสม เป็นไปได้ และความเป็นประโยชน์ พบว่า ในภาพรวมอยู่ในระดับมากที่สุดทุกด้าน ผลการประเมินความพึงพอใจของบุคลากรในสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 และผลการประเมินความพึงพอใจของผู้บริหารสถานศึกษา ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 2 มีความพึงพอใจในภาพรวมอยู่ในระดับมากที่สุด

Abstract

 

Title  :          A Model of Management According to Public Sector Management Quality Award : POMELO Model has Affected the High Performance Organization

of Nakhon Pathom Primary Educational Service Area Office 2

          The objectives of this research were to 1) study on current conditions and expectations of management which affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2 according to the quality criteria of government management, 2) develop the model of quality criteria of government management : POMELO Model which affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2, 3) study of using the model of quality criteria of government management : POMELO Model, which affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2 and 4) evaluate the model of quality criteria of government management : POMELO Model, which affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2. This research used Mixed Methods research. The samples comprised 63 persons of the Nakhon Pathom Primary Educational Service Area Office 2, and 92 school administrators. The research instruments consisted of 1) semi - structured interviews, 2) questionnaire, 3) recommendation notes and 4) evaluation forms. The data were analyzed by frequency, percentage, mean, and standard deviation.

           The results found that:

           1) At present, the quality criteria of government management of the Nakhon Pathom Primary Educational Service Area Office 2 was at the highest level in all aspects, while              the expectation of the quality criteria of government management was at the highest level in all aspects.

2) The model of management according to public sector management quality award : POMELO Model has affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2 consisted of 6 components.

           3) The results of the model of management according to public sector management quality award : POMELO Model has affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2, found that all stakeholders were involved in developing in the same direction to achieve their goals, the evaluation of the status of Nakhon Pathom Primary Educational Service Area Office 2 (PMQA 4.0) was at the level of significance level. Students, teachers and schools have been recognized, praised, and received various awards. They had innovation raised to a level the quality of the administration of the Office of Educational Service Areas to become an exemplary high-performance organisation.

           4) The results of assessment the model of management according to public sector management quality award : POMELO Model has affected the High Performance Organization of Nakhon Pathom Primary Educational Service Area Office 2 in terms of accuracy, feasibility and usefulness found that overall, it was the highest in all areas. The results of the satisfaction assessment of personnel in Nakhon Pathom Primary Educational Service Area Office 2 and the satisfaction assessment of school administrators under Nakhon Pathom Primary Educational Service Area Office 2 were the highest overall satisfaction.
